Description
Judge Adams was the third judge to serve in the part-time position as judge of the State Court of Stephens County (formerly City Court). Appointed by Gov. George Busby in 1979, he served as judge for 25 years until December 31, 2004. During his term of office, he authored and had created the Toccoa-Stephens County Probation Department. He also authored and had enacted a bill to completely revise the law creating the State Court of Stephens County. He was known for his fairness and compassion. He sought to reform behavior rather than impose harsh punishment. He formed and practiced with the Adams, Clifton, Sanders & Smith firm from 1972 until 1998. He then formed and practiced with the Adams Law Firm, L.L.C. While serving as trustee of the First Baptist Church, his committee entirely revised the constitution and bylaws which first allowed women to serve as deacons. His “hobby” was land development which included Trestle Falls and Ayers Creek Subdivisions.
